Sanctions Target Individuals and Moscow-Based Companies

The U.S. Department of the Treasury has applied sanctions to Jon Jin Yong and Sergei Kozlov, both based in Russia, alleging that they collaborated to facilitate the employment of North Korean construction workers in Russia. The Treasury claims that their actions directly contributed to revenue generation for North Korean entities involved in developing weapons of mass destruction, a clear violation of U.N. Security Council resolutions.

Support for North Korean Workers in Russia

Jon Jin Yong was identified as leading a team of North Korean IT workers in Russia and working alongside Russians to obtain identification documents for these workers. Some of these documents were sourced from family members or Russian employees associated with Sergei Kozlov.

Sanctions Extend to Moscow-Registered Firm

Furthermore, the Treasury imposed sanctions on Intellekt LLC, a Moscow-registered company believed to be owned or controlled by Sergei Kozlov and linked to a construction project in Moscow coordinated by Jon Jin Yong.

International Cooperation on Sanctions

This coordinated action, involving the imposition of sanctions, was carried out in cooperation with the governments of South Korea and Japan to address the situation.
